Shams-Ul-Uloom College of Education at Markapur was established by Islamic Educational and Cultural Society during the early part of 2003 for the year 2002-2003 after getting recognition by the Southern Regional Committee of National Council for Teacher Education vide FAP/New/BEd197/SRO/NCTE/2002-03/0148 dated 28-02-03 and also with the NOC from the state government of Andhra Pradesh.
